Choose Google Workspace if

  • You need euro prices published for the three business tiers before committing: pricing transparency means run 6.8 versus 5.8, with five judges leaning Google Workspace and one tie.
  • Your budget process requires billing options beyond annual: the Microsoft 365 Business verdict states annual billing only shown, while pricing transparency leans five judges to Google Workspace, none to Microsoft 365 Business, with one tie.
  • Your evaluation weights pricing transparency and sovereignty above the other criteria: those are the two means favoring Google Workspace (6.8 to 5.8 and 4.7 to 4.5), with five and two judges leaning its way respectively.
  • Your data-protection review screens out pages stating outbound transfers: Microsoft 365 Business pages state customer data continues to be transferred outside the EU Data Boundary in limited circumstances, and the sovereignty bench leans two judges Google Workspace, one Microsoft 365 Business, three tie.

Choose Microsoft 365 Business if

  • You need documented per-plan mail limits and quarantine for your team: mail and deliverability means run 7.0 versus 5.7, with six judges leaning Microsoft 365 Business.

The Public Sector IT Lead

Head of IT at a district administration in Bavaria with eleven hundred staff, told by the council to leave Microsoft within three years. Has read what Schleswig-Holstein did and what it cost. Needs mail, calendars and documents that a whole administration can work in, open formats and open source where possible, BSI C5 or ISO 27001 on paper, a provider whose owners answer to European law only, and an exit plan before the contract is signed.

Criterion by criterion

Mail, domains & deliverability

Google Workspace

Secure custom business email comes with send-as aliases and per-address signatures, delegation to read, send and delete on another account's behalf, server-side filters with forwarding, documented IMAP, and phishing and spam protection that blocks more than 99.9% of attacks, plus Postmaster Tools for outbound delivery. We found no public information on SPF, DKIM, DMARC or MTA-STS signing policies, on Exchange ActiveSync or Outlook connectivity, on catch-all, an admin-reviewable quarantine, or send and attachment limits — items a district administration would want in writing before migrating.

Microsoft 365 Business

Exchange Online is documented as a full hosted mail platform: mailbox sizes per plan from 2 GB to 100 GB, multi-engine anti-malware and phishing protection on all plans, quarantine an administrator can review, server-side rules and out-of-office replies, ActiveSync device policies, S/MIME signing and encryption, and stated limits for messages, attachments and sending down to transport rules and journal rules. What the captured pages do not show is the domain side — custom-domain DNS set-up, SPF, DKIM, DMARC, MTA-STS — or any statement on the delivery reputation of the outbound infrastructure, which for an authority sending official notices matters as much as the limits.

Calendar, contacts & office apps

Google Workspace

The bundle includes Gmail, Meet, Chat, Calendar, Drive, Docs, Sheets, Slides, Forms, Sites and Keep, interoperability with Office files on all plans, shared drives, and video meetings from 100 up to 1,000 participants with recording and a 24-hour maximum length. We found no public information on shared calendars with free/busy lookup, room and resource booking, CalDAV or CardDAV sync, co-editing, or apps for desktop and mobile, so I cannot confirm the functions a whole administration works in daily.

Microsoft 365 Business

The breadth is documented: conference room management and calendar sharing with federated publishing, global address lists and address book policies, Word, Excel, PowerPoint and Outlook for desktop, web and mobile, 1 TB of OneDrive storage per user, Teams and more than ten further apps, with add-ins across Windows, Mac, Android, iOS and the web. Browser co-editing, free/busy across organisations, delegated calendar access and any statement against an accessibility standard are not documented on the captured pages, so I cannot place it at the top level despite the breadth.

Security, encryption & compliance archiving

Google Workspace

Encryption in transit and two-step verification are stated, Vault to retain, archive and search data comes from the Plus tier, eDiscovery from Plus and S/MIME encryption from Enterprise, with a security center and DLP above that. We found no public information on encryption at rest, on any certification such as ISO 27001 or BSI C5 with its scope and auditor, on GoBD-compliant archiving, retention and legal hold, or on restoring deleted mail — for a public body in Bavaria these are exactly the papers I must show the auditor.

Microsoft 365 Business

Retention and archiving are documented to audit-grade depth — retain, delete and combined modes, event-based retention, legal holds with stated per-mailbox limits, proof of disposition for up to seven years, record declaration, archive mailboxes growing to 1.5 TB, deleted-item recovery — alongside S/MIME and multi-engine anti-malware. No certification appears on the captured pages — I found no public information there on ISO 27001, BSI C5 or SOC 2 — and encryption in transit and at rest, enforced two-factor sign-in and a transparency report on authority requests are equally undocumented; a council that demands C5 on paper cannot get it from these pages.

Administration, identity & partner management

Google Workspace

Administrators can set data region policies and view status reports, endpoint management runs in Fundamental, Advanced and Enterprise levels, Secure LDAP, context-aware access, DLP and a security center sit at Enterprise, a documented RESTful Gmail API covers mailbox access, sending, push notifications and organisation-wide signature standardisation, and the privacy policy states that domain administrators and resellers manage accounts. We found no public information on single sign-on via SAML or OpenID Connect, directory synchronisation with Active Directory or Entra ID, SCIM provisioning, exportable audit logs, or support response times per plan.

Microsoft 365 Business

Administration runs through the Microsoft admin centre, the Exchange admin centre and remote PowerShell, with the Graph API and SDKs for provisioning, usage reports and security alerts, Entra ID integration with group policies, conditional access, identity protection and advanced device management, plus ActiveSync device policies. I found no public information on the captured pages about single sign-on protocols, directory synchronisation, SCIM provisioning, exportable audit logs, reseller accounts managing several customers, or support response times — for eleven hundred accounts across remote sites, that is the part I would have to see before signing.

Migration, open standards & exit

Google Workspace

A Google Workspace Migrate tool is listed from the Standard tier, IMAP access is documented, the Gmail API names email account migration and read-only extraction, indexing and backup among its uses, users can export a copy of their contents for use with another service, and an entire account can be deleted. The captured pages do not show what the migrate tool moves, export in standard formats, organisation-wide export by an administrator, coexistence during a move, or a stated data-return period after cancellation — my council asked for the exit plan before signing, and I cannot see one here.

Microsoft 365 Business

The way in is documented thoroughly — cutover, staged, hybrid and express migrations from Exchange, IMAP migration from Gmail and other systems (though IMAP carries only mail folders, not contacts, calendars or tasks), a PST import service by network upload or drive shipping, FastTrack specialists and partners — and an on-premises Exchange Server edition exists for those keeping mail in their own racks. The way out is thinner: the Graph API offers mailbox import and export and cancellation deletes the data with a seven-day withdrawal right, but an organisation-wide export in open formats, open document formats, open-source code and a contractual data return period are not documented — and Schleswig-Holstein taught us the exit is the expensive half.

European sovereignty

Google Workspace

An EU data region is selectable in the admin console for named editions, Google Ireland Limited in Dublin is the responsible controller for users in the European Economic Area and Switzerland, and a current Cloud Data Processing Addendum is published and incorporated into the agreement. Against that stand a United States parent at 1600 Amphitheatre Parkway, Mountain View, the statement that servers operate worldwide and data may be processed outside the user's country, and region caveats such as cross-region messages stored in both regions and AppSheet residency managed separately; we found no public information on named hosting infrastructure or a list of subprocessors with their locations.

Microsoft 365 Business

The EU Data Boundary is documented with named datacentre countries including Germany, and Microsoft 365 tenants with an EU or EFTA sign-up location fall in scope — that is real. But the same pages state that data continues to be transferred outside the boundary in limited circumstances, that Multi-Geo customers are excluded from it entirely, and I found no public information on the captured pages about an EU contracting entity, a subprocessor list, a data processing agreement or any certification — an American parent offering an EU region is part of the chain, not the sovereignty my council asked for.

Pricing transparency

Google Workspace

Starter, Standard and Plus are priced at €3.40, €6.80 and €10.55 per user per month, with the introductory price available for the first 20 users for 12 months for new customers and the regular prices of €6.80, €13.60 and €21.10 stated, alongside pooled storage of 30 GB, 2 TB and 5 TB per user, a 16% saving with a one-year commitment, and the 300-user cap on business plans. VAT treatment, Enterprise pricing and the cost of the paid support upgrades are not shown, so the full annual cost of a large deployment cannot be computed from these pages alone.

Microsoft 365 Business

Three business tiers carry public per-user monthly prices on annual billing — 6,07 €, 20,36 € and 27,73 € excluding VAT — with trial and cancellation terms stated, the per-user licensing model explicit, and the useful detail that shared mailboxes and conference rooms require no subscription. Monthly versus annual comparison, add-on prices for archiving or extra storage, minimum user counts, migration and support fees and the rate for the usage-based AI functions are not published, so I cannot compute our real annual cost from these pages alone.
