The short answer

Confluence and Notion Wikis split this panel. Confluence's means run higher on authoring and search (7.2 vs 6.7; three judges lean Confluence, none Notion Wikis), publishing and integrations (6.8 vs 6.5), portability and hosting (6.2 vs 6.0) and sovereignty (5.2 vs 4.8, leaning Confluence 3-2). Notion Wikis' means run higher on knowledge governance (6.0 vs 4.7; four judges lean Notion Wikis, none Confluence), access control (7.7 vs 7.2) and pricing transparency (6.0 vs 5.7). The governance gap traces to a genuine split on Confluence: four judges scored 4, declining to count the approval workflow they found in developer documentation last updated in 2018; two scored 6. Weighted totals divide 4-2 — Notion Wikis ahead for the operations lead, IT administrator, engineering lead and skeptic; Confluence for the support knowledge manager and quality manager. Notion Wikis' legal entity jurisdiction is listed as US; Confluence's sovereignty attributes are listed as unknown.

Choose Confluence if

  • You need live co-editing and full-text search that reaches attached files, Google Drive and SharePoint — authoring and search leans Confluence three judges to none (means 7.2 vs 6.7).
  • Your wiki content has to flow out to other tools — publishing and integrations leans Confluence two judges to none, with four ties (6.8 vs 6.5).
  • You want a self-managed edition on the table — portability and hosting leans Confluence one judge to none with five ties, and the verdict records the self-managed Data Center edition, whose life ends March 28, 2029.
  • A US contracting entity is a blocker for you — Notion Wikis' legal entity jurisdiction is listed as US, and the sovereignty criterion leans Confluence three judges to two (5.2 vs 4.8).
  • Your buyer group looks like the support knowledge manager or the quality manager — their weighted totals favor Confluence, 6.2 vs 6.1 and 6.5 vs 6.1.

Choose Notion Wikis if

  • You need knowledge governance you can show auditors — knowledge governance leans Notion Wikis four judges to none (6.0 vs 4.7), while four Confluence judges declined to count its approval-workflow evidence, found in developer documentation last updated in 2018.
  • Your team must enforce single sign-on exclusively and provision accounts automatically — Notion Wikis documents SAML 2.0 with any identity provider, Only SAML SSO login enforcement and SCIM provisioning; access control leans its way three judges to none (7.7 vs 7.2).
  • Your compliance stack needs the wiki audit log piped onward — Notion Wikis documents an audit log that can feed a SIEM or DLP, part of the access-control criterion it leads three judges to none.
  • Comparing published prices is your gating step — pricing transparency leans Notion Wikis two judges to none, with four ties (6.0 vs 5.7).
  • Your buyer group mirrors the IT administrator or engineering lead — weighted totals put Notion Wikis ahead for both, 6.6 vs 5.9 and 6.6 vs 6.2.

The Operations Lead

Head of operations at a 180-person machine builder in Baden-Württemberg, where onboarding, travel rules and the service hotline's answers live in a shared drive, three OneNote books and two colleagues' heads. Wants one place the whole company actually uses: an editor office staff manage without training, a search that finds the answer rather than the file, pages that name who keeps them current, and a price that does not double when the workshop gets read access.

Confluence

Notion Wikis

This judge's pick

Criterion by criterion

Editor, structure & search

Confluence

The editor is documented in real depth — templates, macros, a slash command, live docs with presence indicators, whiteboards, databases and a nested content tree — and search goes beyond finding the file: full-text search across attached PDFs and Office documents, Rovo search reaching into Google Drive and SharePoint, and AI answers with related pages named. I stop short of the top because how AI answers are grounded, and whether they respect what each reader may see, is not described on the captured pages.

Notion Wikis

The editor is what my office staff need: drag-and-drop pages, one-click templates, teamspaces per department, @-mentions, inline comments, page history by plan, and search with filters across the workspace, plus Enterprise search reaching into Slack, Google Drive and GitHub and AI search that matches meaning even when titles are vague. Verified pages are surfaced more prominently in search and AI answers, though the vendor itself notes AI cannot reliably infer which document the organisation treats as the source of truth. We found no public information on backlinks or a link graph, diagrams, or AI answers citing the source pages they draw on.

Verification, ownership & freshness

Confluence

Versioning with compare and revert, a draft-to-published step through live docs and schedule publish, view analytics on Premium and an exportable audit log of changes are all documented. But the thing I need most — a named owner per page with a review date and a reminder when it lapses — we found no public information on, and the approval workflow with author and approver groups appears only as a plugin prototype in developer documentation last updated in 2018.

Notion Wikis

This is the piece we lack today: pages can be marked verified for a set period or indefinitely, verified pages become more visible in search and AI responses, and when verification expires the page owner is notified in their Notion inbox and by email — a named owner with a reminder is exactly what our travel rules need. Page analytics show total and unique views plus who created, edited or viewed a page, and the Enterprise tier adds an audit log exportable to a SIEM. We found no public information on read confirmations for mandatory pages or approval workflows with several named reviewers.

Permissions, SSO & administration

Confluence

Strong and specific: per-space and per-page permissions, guests limited to a single space and free up to five per paid user, SAML single sign-on with multiple identity providers, enforced two-step verification, automated provisioning via Atlassian Guard, IP allowlisting, and an audit log exportable as CSV or through a REST API and webhooks. Single sign-on comes via a separate Guard subscription on the lower tiers, and we found no public information on whether search and AI answers honour each reader's permissions.

Notion Wikis

Permissions run per teamspace and per page with six levels from full access down to can view, subpages inherit the parent, guests are invited by email for single pages with plan-based limits, and admins can hide pages from search and set link expiry. SAML 2.0 single sign-on works from the Business plan up with just-in-time provisioning, an "Only SAML SSO" login enforcement and documented owner-bypass rules, and SCIM provisioning, MFA, fine-grained admin roles and an audit log with DLP/SIEM integration sit on the higher tiers. We found no public information on IP or domain-based access restrictions.

Help-center publishing & integrations

Confluence

Public spaces for support documentation, view-only public links, sharing with outsiders without a Confluence licence, multilingual knowledge base articles and a customer help centre through Jira Service Management cover the outside world; a REST API v2 with a downloadable OpenAPI spec, webhook endpoints with statistics, and a Rovo MCP server for AI assistants cover the plumbing. We found no public information on help-centre SEO controls, a custom domain, an in-product widget or ticket-deflection reporting, which keeps it a step below the top.

Notion Wikis

Any page publishes to the web on a free notion.site domain or a paid custom-domain add-on, with SEO controls, themes, Google Analytics and the option to embed published pages into other websites; behind it sit a documented API with a JavaScript SDK, webhooks, a connection marketplace and an MCP server for AI assistants. As a customer help center it thins out: the vendor's own help pages answer the password-protection question with "Unfortunately, not at the moment," and we found no public information on access for logged-in customers, an in-app widget or help-desk ticket deflection.

Import, export & self-hosting

Confluence

Arriving is well covered: a free Confluence Cloud Migration Assistant that moves space data, users, attachments and Marketplace apps with pre- and post-migration reports, plus the FastShift white-glove service; leaving is covered by documented deletion of all customer personal data after termination. But the self-hosted Data Center edition has a published end of life on March 28, 2029 with subscriptions expiring then, and we found no public information on a full export with page history in an open format — which is what I would need to leave with our history intact.

Notion Wikis

The Confluence importer is real and well documented — cloud and server instances, up to roughly 50,000 pages or 30GB, keeping hierarchy, attachments and simple tables — but the vendor states permissions must be reapplied in Notion afterwards and history is not imported. Whole workspaces export to HTML, Markdown and CSV including uploaded files (link valid 7 days, processing up to 30 hours, pages the exporter cannot see excluded), with an Enterprise beta to schedule exports via the admin API, and the API covers pages, databases, comments and files. We found no public information on a self-hosted or on-premise edition.

European sovereignty

Confluence

The chain is unusually transparent: a published data processing agreement with EU standard contractual clauses under Irish law, and a subprocessor list naming locations including the generative AI providers (OpenAI in the USA, AWS Bedrock and Google Vertex AI partly in the EEA) and the Cloudflare CDN processing traffic globally. But the contracting entity is Atlassian Pty Ltd under Australian law with the EU representative care-of a San Francisco address, and residency is an opt-in feature covering only certain in-scope data over a default footprint spanning the EEA, the USA and other non-EU regions. We found no public information on a no-training commitment for customer content or on ISO 27001 or SOC 2 certifications; the privacy policy reserves use of collected information for machine learning and AI model training under legitimate interests.

Notion Wikis

The contracting entity is Notion Labs, Inc. in San Francisco, data is hosted in the United States by default, and EU residency — Frankfurt or Ireland on AWS — is an Enterprise-plan option that excludes account information, usage data, Calendar, Mail and anything processed by subprocessors, which per the residency documentation includes the LLM providers behind AI features. The subprocessor list is public with locations and no training on customer data is stated with ISO 27001 and BSI C5 among the certifications, but the AI, email, logging and MFA providers sit in the USA or are listed simply as "Global". For a company holding customer drawings, that is a documented American chain with a partially European database, not a European one.

Pricing transparency

Confluence

The cloud tiers are public to an unusual level of detail — Free at $0 for 10 users with 2 GB, Standard at $5.78 per user / month with 250 GB, Premium at $11.16 per user / month, each with automation steps and Rovo credits per user spelled out, and guests free up to five per paid user, which settles my workshop-read-access worry. But the pieces an operation like ours has to budget for are not priced: Enterprise is contact-sales, single sign-on comes via Atlassian Guard as a separate subscription without a shown price, and the self-hosted Data Center licence is not priced on these pages — so the full annual cost for a feature set with single sign-on or self-hosting is not computable from public pages alone.

Notion Wikis

Per-member prices are public — Free at €0, Plus at "€9.50 per member / month", Business at "€19.50 per member / month", Enterprise "Custom" — with guests free but confined to the individual pages they are invited to, so company-wide read access for our workshop means paid members. The add-ons I'd need are priced separately (custom domain at "$10 per month" per domain, AI credits at "$10 per 1,000 monthly Notion credits"), and page history, upload limits and guest limits per plan are stated. What I cannot compute: SCIM, the audit log and EU data residency all live in the unpriced Enterprise plan, and we found no public information on minimum seats, VAT treatment or minimum term.
