The short answer

The panel splits rather than settles. DigitalOcean Droplets is ahead on pricing transparency (6.0 vs 2.2; 5 to 1), performance and reliability (5.5 vs 3.7; 5 to 1) and scaling and portability (4.7 vs 4.0; 4 to 1); a note records Hetzner Cloud publishes no prices and this was not weighted. Hetzner Cloud leads sovereignty (7.2 vs 2.8; 6 to 0) and support and service (4.3 vs 3.0; 5 to 0). Genuine splits appear on management and developer tools (Hetzner Cloud's mean 6.7 vs 6.0; leans 3 to 1 for DigitalOcean Droplets, 2 ties) and on security and backups (1 to 2, 3 ties). Weighted totals divide too: app developer 6.5 vs 5.3 and shop operator 6.1 vs 5.3 to DigitalOcean Droplets; data protection officer 0 vs 5.6 to Hetzner Cloud; agency lead 5.3 each; skeptic 5.6 vs 4.9; small-business-owner totals absent. Each sovereignty attribute for both products is unknown.

Choose DigitalOcean Droplets if

  • You need published prices to plan against: 5 judges lean DigitalOcean Droplets on pricing transparency (6.0 vs 2.2), and its verdict lists every plan from $4.00 a month to $2,096.00 with hourly and monthly figures, backups costing 20% weekly or 30% daily of the Droplet cost, snapshots at $0.06/GB per month, and per-second billing starting January 1, 2026.
  • Your workload depends on steady VM performance: 5 judges lean DigitalOcean Droplets on performance and reliability (5.5 vs 3.7).
  • You expect to resize or scale horizontally: 4 judges lean DigitalOcean Droplets on scaling and portability (4.7 vs 4.0), though the verdict notes an undocumented exit and the stated 'We do not offer refunds.'
  • Your team ships through tooling: 3 judges lean DigitalOcean Droplets on management and developer tools, where the verdict credits four APIs, the doctl command line, Terraform, and Git deployment with staging, production and preview environments.
  • You weigh the bench's developer and operator seats: the app developer's total is 6.5 vs 5.3, the shop operator's 6.1 vs 5.3, and the skeptic's 5.6 vs 4.9 for DigitalOcean Droplets.

Choose Hetzner Cloud if

  • Data protection drives the purchase: the data protection officer's total is 5.6 for Hetzner Cloud against 0 for DigitalOcean Droplets, sovereignty leans 6 to 0 with means 7.2 vs 2.8, and DigitalOcean Droplets' verdict records DigitalOcean, LLC under a New York parent as contracting party with no public information found on the subprocessor chain or where backups sit.
  • Your procurement prefers EU-made provenance: Hetzner Cloud is recorded as EU-made; DigitalOcean Droplets as rest of world.
  • You weigh support heavily: 5 judges lean Hetzner Cloud on support and service (4.3 vs 3.0); for DigitalOcean Droplets the verdict covers a Premium Support plan with response times under 2 hours, and beyond it we found no public information on channels, hours or languages.
  • Your security review is decisive: Hetzner Cloud's security and backups mean is 5.7 vs 4.7, with 2 judges leaning Hetzner Cloud and 3 ties.
  • You read means before leans on tooling: Hetzner Cloud's management and developer tools mean is 6.7 vs 6.0, though 3 judges lean DigitalOcean Droplets with 2 ties.

The Small-Business Owner

Owns a heating and plumbing firm with twelve staff, a WordPress site a nephew built and twelve mailboxes on the same contract. Does not know what PHP is and does not want to learn it. When the site shows a warning or the mail stops, they need someone on the phone in German the same day, backups that the support can restore, and an invoice that matches the price on the website, year after year.

This judge's pick

Criterion by criterion

Performance, uptime & infrastructure

DigitalOcean Droplets

Every server size is set out with its vCPU count, RAM, SSD storage and transfer allowance, the premium types are named as NVMe on 5th Gen AMD EPYC processors, and a 99.99% uptime SLA applies to the servers (99.95% for the separate app platform). For a plain shop site, though, we found no public information on PHP versions, caching, a CDN for the servers, or a public status page with incident history.

Hetzner Cloud

There is a public status page with dated incidents and maintenance entries down to individual data centres, and European cloud locations in Falkenstein, Nuremberg and Helsinki are named. But we found no public information on processor, memory or storage per tariff, on caching or PHP handling, or on any uptime guarantee, so I cannot see what I am actually buying in performance terms.

Control panel, WordPress & developer tooling

DigitalOcean Droplets

The tooling is genuinely documented: an interface plus the doctl command line, a REST API and a Terraform provider manage the servers, with free cloud firewalls, snapshots kept indefinitely and a metadata service, and the separate app platform deploys from GitHub or GitLab with staging, preview environments and rollback. What we found no public information on is a one-click WordPress installer or managed WordPress updates, granular roles per project, or an agency client view.

Hetzner Cloud

The console, a ready WordPress image with MySQL and Apache, snapshots, cloud firewalls and a documented API with a command-line tool are all there for the technically minded. But the pages say WordPress is preinstalled and not enabled, with setup through an SSH key or root password, and we found no public information on a guided one-click flow, staging, automatic updates or an agency view — as a non-technical owner I would be lost the first day.

Security, backups & recovery

DigitalOcean Droplets

Backups are described and priced openly: weekly at 20% of the server cost, daily at 30%, or usage-based with backups up to every four hours and retention from three days to six months, plus snapshots at $0.06/GB per month kept indefinitely. Two-factor login, free cloud firewalls, DDoS protection and managed SSL certificates are all stated, but restores are only described as whole-server images, and we found no public information on malware scanning or cleanup, per-customer isolation or security certifications.

Hetzner Cloud

Backups are toggleable per server, run daily into seven slots, are stored encrypted — one page states fourteen days' retention while another describes automatic deletion of the oldest copy when the slots fill — and I could rebuild a whole server from a backup or snapshot myself, with cloud firewalls and a yearly TÜV Rheinland audit of the technical measures also documented. The product is stated to be unmanaged, meaning I set up and answer for the backups myself, and we found no public information on malware scanning, two-factor login, DDoS protection or single-file restore — nobody here would restore a broken WordPress site for me.

Scaling, migration & exit

DigitalOcean Droplets

Getting bigger looks simple: a server can be resized or scaled horizontally, the v5 line lets you pick vCPU, memory and storage independently, and pay-as-you-go or monthly billing means there is effectively no minimum term. The exit side is thin — the vendor states "We do not offer refunds" — and we found no public information on a migration service from another host, domain transfer out, cancellation periods or deletion of data after termination.

Hetzner Cloud

Moving things around is genuinely documented: cloud servers between projects, domains by a transfer token valid for seven days, storage boxes and rack space, and a backup can rebuild the server in any location, with volumes bookable separately. But we found no public information on tariff limits, a migration service from my old host, export of mail, cancellation periods or what happens to my data after the contract ends.

Support, domains & email

DigitalOcean Droplets

There is a rich library of how-to guides, tutorials and videos, and a Premium Support plan is offered with response times under 2 hours, though we found no public information on its price. We found no public information on phone or chat support, support hours or languages, and no public information on domains, mailboxes, webmail or DNS in the same account — for a firm that needs someone on the phone in German the same day, that is the gap.

Hetzner Cloud

Mailboxes are documented in welcome detail — webmail, per-mailbox spam filters and blacklists, storage limits, password resets — with DNS manageable through the API and email notifications for status reports. But for someone who needs a German speaker on the phone the same day, we found no public information on phone or chat support, on hours, languages or response times; the captured pages show a community forum and the existence of an opening-hours page, nothing more.

European sovereignty

DigitalOcean Droplets

Amsterdam data centres are documented among the regions, and the vendor describes data centres in Frankfurt and Amsterdam among others, but the contracting party named on its own pages is DigitalOcean, LLC, with a US parent. We found no public information on where backups and support sit, on the subprocessor chain, or on EU safeguards for the data.

Hetzner Cloud

This is the strongest part for a German small business: Hetzner Online GmbH in Gunzenhausen as the contracting partner, cloud locations in Falkenstein, Nuremberg and Helsinki, backups and customer data staying in the EU for EU locations, a published data processing agreement under Article 28, a public list of subcontractors, and only German or Finnish authorities accepted for the European data centres. What keeps it off the top marks: the subcontractor list's own locations and certifications such as ISO 27001 are not shown on the captured pages — the pages document an annual TÜV Rheinland audit of the technical measures instead — and the customer can actively choose US or Singapore locations for the server data.

Pricing transparency

DigitalOcean Droplets

The price list is unusually open: every server size carries both an hourly and a monthly figure, from $4.00 a month for the smallest to $2,096.00 for the largest storage machine, backups cost 20% or 30% of the server or $0.01/GiB per month, snapshots are $0.06/GB per month, and billing is pay-as-you-go or monthly with per-second metering from January 2026. For a business buyer it is not fully computable: we found no public information on VAT treatment, on the price of transfer beyond the included allowance, or on restore fees, and the refund policy reads "We do not offer refunds."

Hetzner Cloud

The only pricing statement captured points me to the info boxes on the cloud product page, and we found no public information on actual tariff prices, what is included, minimum terms or VAT treatment in these captures. A billing notice about charging outstanding amounts below €10 confirms postpaid invoicing, but I cannot verify from these pages that the invoice will match a price on the website — for me that is the bare minimum and it is not met here.
