The short answer

Perdoo leads on six of seven criteria and Workpath on one, and that split is the picture. Perdoo is ahead on performance reviews (4.0 vs 1.3, six judges lean Perdoo), integrations and portability (6.8 vs 2.8, six lean), sovereignty (5.2 vs 3.8, six lean), pricing transparency (6.0 vs 1.5, six lean; the panel does not weight pricing for Workpath, which publishes no prices), and goals and feedback (6.5 vs 4.8, four lean Perdoo, two tie). Workpath takes learning and development on leans — three judges to two, one tie — with means 0.8 vs 0.5, and co-determination and privacy is five ties to one Perdoo lean (4.0 vs 3.8). Where judge totals are computed, Perdoo's run 4.4 to 5.7 against Workpath's 2.4 to 3.5. Both products list EU-only data residency; Workpath's legal entity jurisdiction is Germany, Perdoo's unknown; ownership and subprocessor exposure are unknown for both.

Choose Perdoo if

  • You need to sync HR data with BambooHR or Factorial and roll out single sign-on, SCIM and a GraphQL API — integrations and portability leans Perdoo six to zero (6.8 vs 2.8).
  • Your procurement team needs published per-user prices before contacting sales — pricing transparency leans Perdoo six to zero (6.0 vs 1.5), and the captured pages show public per-user prices.
  • You need performance reviews running in the same product as your goals — performance reviews leans Perdoo six to zero (4.0 vs 1.3).
  • Your works council asks where employee data is stored — Perdoo's privacy policy states EU storage in Frankfurt, and sovereignty leans Perdoo six to zero (5.2 vs 3.8).
  • You need weekly check-ins and integrated 1:1s drawing on the same record as the OKRs — goals and feedback leans Perdoo four to zero with two ties (6.5 vs 4.8).

Choose Workpath if

  • Learning and development is your heaviest-weighted criterion — the lean there goes Workpath's way, three judges to two with one tie (means 0.8 vs 0.5).
  • Your compliance team requires the vendor's legal entity jurisdiction documented as Germany — Workpath's attribute is Germany, Perdoo's is listed unknown.
  • You need a commercial-register entry for onboarding — the captured verdict cites Amtsgericht München, HRB 230902 for Workpath GmbH.
  • Co-determination and privacy decides your shortlist — the benches tie five of six judges there (3.8 vs 4.0), and the verdict documents granular access controls, single sign-on and explainable, auditable AI outputs.
  • Your team needs the quantitative OKR core and runs feedback elsewhere — the verdict credits Workpath's documented core (key results with start and target values, cycles of three to six months, dynamic alignment) with its top scores of 6 on goals and feedback.

The Managing Director

Runs a sixty-person company without a talent team and wants goals everyone can see, regular one-to-ones that actually happen, and a yearly conversation that is prepared rather than improvised. Has no patience for a suite that needs a consultant before the first review goes out.

Criterion by criterion

Performance reviews & calibration

Perdoo

The help pages show a real cycle: a customizable question set, responses from both manager and report compared in a summary view on meeting day, a reminder two weeks ahead, goals progress and kudos sitting alongside the form, and the finished review stored in Perdoo with a PDF export. We found no public information on rating scales, 360° or peer input, or calibration across teams, so I can't run a ratings discussion on this evidence.

Workpath

The captured pages position Workpath as an OKR and strategy-execution platform whose modules are KPIs, goals, initiatives and resources, and the nearest thing to reviews is a performance-dialogues use case built on real-time insights and automated KPI tracking rather than review cycles. The business-review pages describe evaluating strategy progress along impact chains, not employee performance. We found no public information on review templates, rating scales, self, manager or 360-degree input, calibration, or review history kept per employee.

Goals, OKRs & continuous feedback

Perdoo

This is the core of the product and it's what I run a company on: company, team and individual OKRs and KPIs aligned to a strategy map, five-minute weekly check-ins with customizable templates, integrated 1-on-1s, and kudos that surface next to the review form, so the yearly conversation draws on the record instead of memory. Check-ins also run from Slack and Teams; we found no public information on dependency or confidence tracking, goal-change history logs, or private versus shared parts of 1:1 notes.

Workpath

This is the core of the product and it is genuinely strong: company and team OKRs with dynamic alignment, quantitative key results with start and target values, initiatives and projects linked to goals and synced from external tools, AI-generated goal suggestions with a quality checker, and instant summaries of progress and blockers, plus meeting support with agendas, automatic summaries and documented learnings. What keeps it below the top bands is the feedback half: we found no public information on feedback or recognition shared between colleagues, feedback requests feeding a review, or 1:1 notes with private and shared parts.

Learning, skills & succession

Perdoo

We found no public information on learning paths, skills or competency frameworks, career paths, talent reviews or succession planning in the captured pages I read; the vendor lists an HR module and an OKR Academy next to its goal software without describing their contents.

Workpath

The captured pages describe an OKR and strategy-execution tool, and the Academy on offer is structured on-demand training to build internal competence in the platform itself, which I cannot count as developing my people. We found no public information on development plans per employee, a skills or competency framework, career paths, learning paths, or succession planning.

Works council, visibility & AI disclosure

Perdoo

Each AI feature is described by what it does — drafting goals, importing from text or CSV, drafting update comments, suggesting key results — and a Superadmin can switch it on or off, with monthly token allocations per plan and a user-chosen model. For a works agreement I'm still short: we found no public information on minimum group sizes for anonymous results, access logging, retention set per data type, or anything aimed at a works council — only that roles govern what users can see and do, plus deletion within 30 days of termination and 90-day backup rotation.

Workpath

Granular security and access controls with single sign-on are described so that teams and individuals see only the information they need, and the AI pages are unusually direct that AI supports decisions without replacing them and that every AI output is explainable and auditable. But for a works agreement I need more than good intentions: we found no public information on anonymity thresholds, access logging, configurable retention or deletion, an admin switch to turn AI features off, or any documentation aimed at a works council.

HRIS sync, integrations & data portability

Perdoo

BambooHR and Factorial sync users, teams, reporting lines and org structure; SSO comes via Google, Microsoft Entra and SAML, SCIM via Okta, OneLogin and Azure AD; the entire app runs inside Microsoft Teams; and a GraphQL API with historical data export sits behind CSV, PDF and PPT exports of users, teams and goals. We found no public information on webhooks or published API limits, and a review leaves as a per-review PDF rather than a described bulk history export.

Workpath

Single sign-on via identity provider, a chat interface and voice control inside Microsoft Teams, and syncing of initiatives and tasks from external tools are described on the pricing page. We found no public information on sync with named HR systems such as Personio or SAP SuccessFactors, SCIM provisioning, a documented API, or export of the complete goal and feedback history when the contract ends — for a company of my size that last point is the one I would insist on before signing.

European sovereignty

Perdoo

Perdoo GmbH of Berlin is the contracting entity, customer data is stored in the EU in Frankfurt, and a Data Processing Agreement names the customer as controller — but a small number of sub-processors operate outside the EU under EU Standard Contractual Clauses. Named infrastructure, a published subprocessor list with locations, and where the AI features process are not shown, so I would ask before signing.

Workpath

The legal notice names Workpath GmbH with its seat in Munich, registered at the Munich district court under HRB 230902 with a German VAT identification number, so the contracting entity is European — a real start. We found no public information on where performance and goal data is hosted, on subprocessors including the providers behind the AI features, or on a data processing agreement covering employee data; the privacy policy page was captured but the pages give no hosting or subprocessor details.

Pricing transparency

Perdoo

The tiers are public: Free up to 5 users, 'Premium is $9 per user per month', 'Supreme is $11 per user per month', view-only licenses at €1.50 per month, annual or quarterly billing, no implementation fees, and the modules named per tier — with performance reviews only on Supreme, which matters for budgeting. The annual invoice isn't fully computable from the pages: the volume discount is named but its schedule isn't published, extra AI token prices aren't stated, and minimum term and VAT treatment aren't given.

Workpath

The pricing page names the licence types — Viewer, Standard User and Analyst, with the analytics suite unlocked by the Analyst licence — states that AI and the Agent Hub are included in every plan, and lets you choose your modules, which is honest structure. But every actual figure is described as depending on the chosen plan and the path is a demo booking; we found no public information on price figures, billing period, minimum term or minimum headcount, so I cannot compute a yearly cost from these pages.
