As of 6 Nov 2026, the panel rates NordLayer 2.5/5 and Tailscale 3.5/5 in Business VPN & Zero Trust Access. Weighted by what each judge cares about, 0 of the 6 judges pick NordLayer and 6 pick Tailscale. Tailscale scores higher on 7 of 7 criteria (Architecture, reliability & security assurance, Deployment, API & administration, Access model & connectivity, plus 4 more). Provenance — NordLayer: Rest of world, United States; Tailscale: Rest of world. Ratings are the AI panel’s opinion, formed from public evidence: how scores are made.
The leans run one way: NordLayer draws 0 leans on each of seven criteria, while Tailscale draws 6 against 0 on identity and policy (8.0 vs 6.8), visibility and audit (7.2 vs 6.0), deployment and administration (7.2 vs 5.0) and architecture and assurance (7.0 vs 4.3), and 5 against 0 with 1 tie on access and connectivity (7.8 vs 6.3) and pricing transparency (6.5 vs 5.2). NordLayer's best mean, 6.8 on identity and policy, comes from credits for SCIM provisioning, enforced MFA and device posture checks. Sovereignty splits most: 4 judges lean Tailscale, 2 tie (3.8 vs 3.0). Both verdicts name sovereignty weakest — NordLayer: Nord Security Inc. of New York as contracting entity and controller; Tailscale: a US contracting chain, processing stated in Canada, Germany, the United States and the United Kingdom, against a published DPA and standard contractual clauses. Weighted totals run 4.9-5.6 for NordLayer versus 6.5-7.3 for Tailscale.
Choose NordLayer if
You need centrally enforced MFA with device posture checks that block non-compliant devices — the identity and policy credits judges gave NordLayer.
Your identity provider is Okta, JumpCloud or OneLogin and you need single sign-on plus SCIM provisioning.
You need site-to-site links to AWS, Google Cloud and IBM Cloud.
Your fleet spans Windows, macOS, Linux, iOS and Android and you also want a browser extension client.
You want your contracting entity and controller in the United States — Nord Security Inc. of New York.
Choose Tailscale if
You need default-deny grants with MFA inherited from your own identity provider and SCIM group sync.
You need published cryptography detail and SOC 2 Type II.
You need subnet routers and an API included on each plan.
You need tamper-detectable double logging and can live with a fixed 90-day configuration-log cap.
You need to compare prices before contacting sales: Personal $0, Standard $8 per user per month and Premium $18 per user per month.

The Skeptic
Has seen "zero trust" on a VPN that still drops every user into the whole office network, "no logs" from a vendor that keeps every connection for a year, and a remote access tool that locked out the whole company when its own control plane went down. Asks who can see the traffic and the metadata, what keeps working when the vendor is offline, whether the audit was published or only announced — and whether the network could be moved to a self-hosted server.

Criterion by criterion
Access model & connectivity
NordLayer
Clients cover Windows, macOS, Linux, iOS, Android and a browser extension, with gateway-based access, dedicated and fixed IPs, split tunnelling, Custom DNS, always-on VPN with kill switch, and site-to-site links to AWS, Google Cloud and IBM Cloud. Service locations are given as a count (40+) rather than named regions, there is no port forwarding or inbound connection path at all, and we found no public information on peer-to-peer connections, clientless access for contractors, or gateway failover.
Tailscale
The captured pages document a WireGuard peer-to-peer mesh with DERP relays as fallback, clients for Linux, macOS, Windows, iOS, Android, Chromebooks and more, subnet-router site-to-site links into cloud networks with high-availability and fail-close behaviour stated, split tunnelling, exit nodes, MagicDNS and split DNS, and default-deny per-resource access. What I could not find: named relay regions, always-on or auto-connect, or any documented exit path to run the same network on a self-hosted coordination server. To the vendor's credit, traffic stays end-to-end encrypted even through relays and the relay code is open source.
Identity, access policy & device posture
NordLayer
Single sign-on with Entra ID, Google, Okta, JumpCloud and OneLogin, SCIM-based onboarding and offboarding, 2FA via SMS or TOTP set centrally or personally, and device posture checks (approved OS, OS and app updates, jailbreak or root detection, unknown devices) with automatic blocking of non-compliant accounts. Automated integration actions apply to individual users only — the vendor states group targeting is not supported — and we found no public information on just-in-time approval or policies kept as code.
Tailscale
Identity is outsourced to the customer's own provider over SAML or OIDC, with MFA inherited, SCIM group sync, default-deny grants and ACLs with tests, GitOps policy management, device posture from operating-system, EDR and MDM sources, and just-in-time access tied to posture attributes with configurable re-authentication periods. For the top of the scale I would want documented emergency revocation and every connection decision explainable from the logs, and I found no public information on either.
Logs, audit trail & incident response
NordLayer
The Control Panel shows six activity types — connections, admin actions, failed logins, Download Protection, visited domains and browser extensions — filterable and exportable as CSV, plus session-invalidation and automatic disconnect on threat alerts. Retention is 60 days regardless of plan, the vendor states data can lag by up to 24 hours, and log forwarding is documented to CrowdStrike Falcon SIEM only; we found no public information on longer retention tiers, per-resource flow logs, or a documented log schema.
Tailscale
Configuration audit logs run on all plans with actor, action, target and time plus full policy diffs, network flow logs record node-to-node activity while strictly excluding packet contents, both stream to named SIEM tools or S3 and private endpoints, and double logging on source and destination makes tampering detectable. The caps are real though: ninety days fixed retention that cannot be extended in-product, failed logins live only in the identity provider, support-initiated changes are stated not to be logged, and I found no public information on alerts for unusual access.
Deployment, API & administration
NordLayer
A central Control Panel with Owner, Team Administrator and Member roles, Windows deployment through Intune with silent.msi install flags and version rollback for testing, webhook-based integrations, and 24/7 live chat with an average response time under a minute are documented. The MSP relationship in the terms defines first- and second-level support but we found no public information on a documented administrative REST API, Terraform or configuration-as-code, multi-tenant console for providers, or a self-hosted edition.
Tailscale
A central console, a REST API available on every plan with scoped tokens and delegated trust credentials, detailed Jamf deployment guidance, centrally and MDM-managed updates across stable and unstable build tracks, four administrator roles, multiple tailnets under one organisation, Terraform for PAM resources, webhooks, and support tiers with 24/7 severity-one coverage at the top. The self-hosted question is where it stops: I found no public information on an on-premises edition, and reseller or per-tenant billing for service providers is likewise not described.
Architecture, reliability & security assurance
NordLayer
ISO 27001 certification, SOC 2 Type I and II, and an external penetration test are stated, but the pentest report, SOC 2 report and subprocessor list are all 'on request' rather than published. Encryption ciphers AES-256 and ChaCha20 are named while the protocol and key handling are not, and we found no public information on an architecture document covering what the vendor can see, control-plane high availability, a status page, an SLA, a bug bounty, or what happens to existing connections if the vendor's service goes down.
Tailscale
The vendor publishes what the coordination server and relays actually see — public keys and connection metadata, not traffic — names its protocols and ciphers, keeps private keys on the nodes, open-sources the node and relay code, and states that existing connections survive a coordination-server outage while relay regions fail over independently; SOC 2 Type II and third-party penetration tests are stated. But the Latacora audits are available on request rather than published, the vendor itself states it runs no bug bounty programme, and I found no public information on a status page, incident history or availability SLA.
European sovereignty
NordLayer
The contracting entity and controller is Nord Security Inc. of New York; nordsec B.V. in Amsterdam appears only as an EEA data-protection representative, not the contracting party. A privacy policy, a data processing agreement and SCC-based transfer safeguards exist, subprocessors are described by category with a named list available on request, but the captured pages do not state where the control plane, logs and identities are hosted.
Tailscale
The contracting chain is a Delaware corporation, processing is stated to occur in Canada, Germany, the United States and the United Kingdom with no statement of where the coordination plane or logs specifically live, while standard contractual clauses, an Article 27 EU representative and a published DPA with a subprocessor list and ten-day change notice provide safeguards. The captured pages give neither EU hosting on named infrastructure nor an EU contracting entity, subprocessor locations are not given, and I found no documented self-hosted edition that would keep every record on the customer's own servers.
Pricing transparency
NordLayer
The Premium plan is public at $14 per user per month plus $40 per month for a dedicated server, with monthly versus annual billing, VAT charged additionally, prorated add-ons and a 14-day money-back guarantee stated. Prices for the Core and Lite plans and for the dedicated IP itself are not shown — the Enterprise offer is 'From $6 USER/ MONTH With Lite plan' only for teams over 200 seats — so a buyer cannot compute the cost of the lower tiers from these pages.
Tailscale
Tiers are public — a free Personal plan, Standard at $8 per user per month, Premium at $18 per user per month — with the tagged-resource add-on at $1 per month for every tagged resource beyond 50 included, per-plan ephemeral minutes, and plan gating stated for features like log streaming and posture attributes; taxes excluded and USD invoicing are stated in the terms. Enterprise and the ephemeral add-on are contact sales, and I found no public information on minimum seats or a minimum term, so the annual cost of a larger deployment is not computable from the captured pages alone.
