The short answer

360Learning and Docebo split this bench along one line. Docebo leads learning and development (means 7.5 vs 6.8, four judges lean Docebo, two tie), codetermination and privacy (3.7 vs 1.8, six lean Docebo), and integrations and portability (6.0 vs 4.7, six lean Docebo), on documented retention and anonymisation, and Workday sync with SAML 2.0 single sign-on. 360Learning leads performance reviews (0.8 vs 0.0, four lean 360Learning, two tie) via recurring skills self-assessment with manager validation, goals and feedback (2.5 vs 0.0, six lean 360Learning), and pricing transparency (3.2 vs 2.0, six lean 360Learning): its Team tier is 8 € per user per month for up to 100 users, while Docebo publishes no prices. Sovereignty ties at 3.2 vs 3.2 (one lean each way, four ties); 360Learning lists jurisdiction, ownership, residency and subprocessors as unknown, Docebo lists jurisdiction as IT. Of five published weighted totals, four lean Docebo, one leans 360Learning.

Choose 360Learning if

  • You need performance reviews in some form: four judges lean 360Learning and two tie (means 0.8 vs 0.0), on its recurring skills self-assessment with manager validation.
  • Your team sets goals and exchanges feedback inside the platform: six of six judges lean 360Learning (2.5 vs 0.0), with goals stopping at individual learning targets.
  • You need a published price to compare: the Team tier is 8 € per user per month for up to 100 users, and six of six judges lean 360Learning on pricing transparency (3.2 vs 2.0).

Choose Docebo if

  • You deliver standards-based e-learning: SCORM 1.2/2004, Tin Can/xAPI and AICC content plus a marketplace of over 30,000 courses; learning and development leans Docebo four judges to none, with two ties (7.5 vs 6.8).
  • You plan skills-driven career paths, internal mobility and workforce planning: Docebo's AI infers, normalises and validates skills to feed them, within its learning and development lead (7.5 vs 6.8).
  • Your works council reviews privacy documentation: retention and anonymisation are documented in depth, and codetermination and privacy leans Docebo six judges to none (3.7 vs 1.8).
  • You run Workday or require SAML 2.0 single sign-on: integrations and portability leans Docebo six judges to none (6.0 vs 4.7).
  • You need the vendor's legal entity in a named jurisdiction: Docebo's legal entity jurisdiction is IT, while 360Learning's is listed as unknown.

The Managing Director

Runs a sixty-person company without a talent team and wants goals everyone can see, regular one-to-ones that actually happen, and a yearly conversation that is prepared rather than improvised. Has no patience for a suite that needs a consultant before the first review goes out.

Docebo

Criterion by criterion

Performance reviews & calibration

360Learning

This is a learning platform — the product pages list LMS, LXP, Academies, Skills and AI for L&D — and every review reference I can find describes how 360Learning appraises its own staff, with quarterly reviews, level systems and 360-style models presented as the company's internal practice. I found no public information that the product itself runs configurable review cycles, rating scales, calibration or employee sign-off, so there is nothing here to run my yearly conversation on.

Docebo

The pages I read present two modules — Learning Management and Skills Intelligence — and describe an AI-powered LMS for training delivery, with nothing about review cycles. We found no public information on review templates, rating scales, self, manager or peer input, calibration across teams, or rules for what the employee, manager and HR can each see, so my yearly conversation has nothing here to stand on.

Goals, OKRs & continuous feedback

360Learning

Learners can define their own growth targets and track progress against job requirements and personal development plans, and there is a colleague loop where employees declare learning needs that in-house experts answer with courses. These are personal learning goals, though: I found no public information on company or team goal alignment, shared 1:1 agendas, or feedback carried into a year-end review.

Docebo

Everything captured is about courses, skills inference and workforce planning; we found no public information on goals or OKRs at company, team or individual level, alignment or cascading, check-ins, shared 1:1 agendas, or feedback and recognition between colleagues. For a company that wants goals everyone can see and one-to-ones that actually happen, the captured pages describe a different kind of product.

Learning, skills & succession

360Learning

This is the core of the product and it is strong: skills profiles with gap visualization against role requirements, a pre-built ontology of 20,000 skills, career profiles with target job mapping, personal upskilling plans, learning paths, upskilling campaigns with growth tracking, a SCORM player and a free SkillsGPT chatbot. Where it stops for me is the talent side: I found no public information on completion tracking and mandatory training, nor on talent reviews, nine-box or succession planning.

Docebo

This is the vendor's home ground: AI content creation with full learning plans built in minutes, a marketplace of over 30,000 courses with professional certifications, SCORM 1.2 and 2004 plus Tin Can/xAPI and AICC support, and certification and compliance tracking in the Elevate tier. The skills side names a Job Architect that builds role and skills frameworks automatically, AI that infers, normalizes and validates skills from roles, experience, projects and learning activity, a Career Coach toward next-best roles, and a Strategic Workforce Planner for skill gaps, readiness and risk. We found no public information on talent reviews such as a nine-box or succession plans per key role.

Works council, visibility & AI disclosure

360Learning

I found no public information on role-based visibility rules, minimum group sizes for anonymous results, retention and deletion of assessment data, access logging, or what the AI features — the content builder, AI skills tagging, SkillsGPT — process and whether an admin can switch them off. The captured privacy policy and GDPR pages give me nothing usable for drafting a works agreement.

Docebo

The developer documentation is unusually concrete on deletion: anonymization recipes run on a daily schedule, GDPR retention periods are configurable per country or legal entity, and anonymized users are moved to a dedicated branch. The five AI agents are named with what each does, and the privacy policy states customer content is not used to train the AI. We found no public information on visibility and access rules per role for people data, minimum group sizes for anonymous results, access logging, an admin switch for the AI features, or documentation aimed at works councils.

HRIS sync, integrations & data portability

360Learning

Personio is a certified partner with automatic user data sync, SAP SuccessFactors and Personio are named as tools connected directly, Slack is a certified integration pushing training notifications, and a Skills API plus ontology and assessment import exist. I found no public information on SSO, SCIM provisioning, webhooks, published API limits, or a bulk export of the learning and skills history — so what leaves with me at contract end is unclear.

Docebo

Workday is documented properly — automatic user import, employee and organizational data to segment learning by geography, department and level, plus example recipes — SAML 2.0 single sign-on names Okta, OneLogin and Microsoft Entra ID, Microsoft Teams sits among over 400 integrations, and the Enterprise tier publishes an API rate of 100 calls per minute. We found no public information on SCIM provisioning, named European HR systems such as Personio, or a bulk export of the complete history, and the Enterprise tier includes integration of up to 6 tools.

European sovereignty

360Learning

The imprint proves exactly one dimension: a German contracting entity, 360Learning GmbH at Stephanienstr. 94, Karlsruhe, with commercial register entry and German VAT ID — though as the German arm of a Paris-founded group. Beyond that I found no public information on hosting location, subprocessors including the AI providers behind SkillsGPT and the content builder, or a data processing agreement, so I cannot place this higher.

Docebo

A privacy policy and a data processing addendum are published, and the privacy policy is issued by Docebo S.p.A. of Biassono, Italy. The group lists entities from Toronto to Dubai, the U.S. arm Docebo NA, Inc. holds the EU-U.S. Data Privacy Framework certification under FTC oversight, and Standard Contractual Clauses are relied on for transfers out of the EEA, UK and Switzerland. We found no public information on where learning and skills data is hosted or which subprocessors, including the AI providers, sit behind the service.

Pricing transparency

360Learning

One tier is public — Team at "8 € / Nutzer pro Monat" for up to 100 users — with Business and Enterprise listed as "Individuell", plus a free trial and a free 15-minute demo. I found no public information on which modules sit in which tier, add-on prices for the AI features, minimum headcount, minimum term or VAT treatment, so I cannot compute the annual invoice for my sixty people from public pages alone.

Docebo

No number anywhere: the pricing page says "Custom pricing tailored to your organization's needs" for both the Elevate and Enterprise tiers. The terms are public — monthly, yearly or registered active-user models, a single-year minimum with most customers on 3-5 year contracts, setup fees scoped in sales, unlimited cloud storage included, and a recommendation of at least 250+ learners, which sits above a sixty-person company even counting customers and partners. A buyer cannot compute an annual cost from these pages, and activating the Docebo Connect integration layer is itself a conversation with the account manager that may carry costs.
