The short answer

Matomo's means sit above Piwik PRO Analytics Suite's on the seven criteria, and no judge leans Piwik PRO anywhere — the bench's splits are ties, not opposing leans. Data ownership is the widest gap, 9.0 versus 7.3, with 6 judges leaning Matomo and 0 tying, resting on self-hosting, SQL access and export to BigQuery and Snowflake. Consent and privacy is 8.3 to 7.3 with 4 leans and 2 ties; conversions and events 7.8 to 7.0 with 5 leans; implementation 8.0 to 7.0 with 5 leans. The genuine splits are traffic reporting and pricing transparency, each 3 lean Matomo and 3 tie; pricing transparency is the lowest mean for both, 7.0 versus 6.5. Weighted totals run 7.8 to 8.4 for Matomo against 6.9 to 7.4 for Piwik PRO. Matomo's attributes list entity jurisdiction New Zealand, EU-only residency and US CLOUD Act subprocessor exposure; Piwik PRO's list EU-optional residency, the others unknown.

Choose Matomo if

  • You need SQL access to your analytics data in your own MySQL database, with warehouse export to BigQuery and Snowflake — data ownership scores 9.0 against 7.3, with 6 judges leaning Matomo and 0 tying.
  • Your deployment must run on-premise in a country of your choice, where the verdict states subprocessors are not applicable for Matomo.
  • Your reporting depends on conversion and event tracking: 5 of 6 judges lean Matomo there, at 7.8 against 7.0.
  • Your team wants a straightforward rollout: implementation leans Matomo with 5 judges, 8.0 against 7.0, with 1 tie.
  • Your data protection review asks where cloud data physically sits: the verdict states Matomo Cloud data sits on AWS in Frankfurt, stated as not transferred to the US; sovereignty leans Matomo 4 judges to 0 with 2 ties.

Choose Piwik PRO Analytics Suite if

  • Your residency requirement is captured as EU-optional in procurement: Piwik PRO's attributes list EU-optional data residency, and its verdict notes export and on-premise options, while Matomo's attribute is EU-only.
  • Your consent model must keep collecting when consent is refused: the pages state a consent-free position against named law — CNIL, TDDDG, the ePrivacy Directive — with anonymous collection when consent is refused.
  • Your analysts build their own reports: the pages document a drag-and-drop builder over more than 100 dimensions, metrics and filters with no sampling by default; on traffic reporting the bench splits 3 lean Matomo and 3 tie.
  • You want a German contracting entity: the verdict names Piwik PRO GmbH, Berlin, while Matomo's contracting entity is in New Zealand with US providers running support and payments.
  • You need published terms for a fixed footprint: Piwik PRO's Business tier is published at "Ab €36 /Monat" with up to 2 million actions, 20 domains and 25 months retention — pricing transparency splits 3 lean Matomo and 3 tie.

The E-Commerce Marketing Lead

Runs marketing for a Shopware shop selling outdoor gear in Germany and Austria, with a monthly ad budget split between Google, Meta and two price comparison sites. Since the consent banner went live, a third of the orders no longer show a source. Wants revenue per campaign that matches the shop backend, a checkout funnel that shows where carts are left, conversions sent back to the ad platforms, and numbers that hold without a click on "accept".

Criterion by criterion

Traffic, sources & campaign reports

Matomo

The standard reports give me everything my dashboards need — top pages, entry and exit pages, referrers, search engines and social, countries, devices and browsers — with campaign tracking that auto-detects Google Analytics parameters, custom segments using over 110 conditions, custom dashboards, scheduled email reports, annotations, an All Websites dashboard plus paid roll-up reporting, and unsampled data stated outright. Search Console keywords can even be imported into the referrer reports. I found no published methodology for how visitors are counted, which is the only thing keeping me a step below the top.

Piwik PRO Analytics Suite

Audience, acquisition and behaviour reports sit beside real-time dashboards without delay, a drag-and-drop report builder with over 100 dimensions, metrics and filters, segments, and Google Search Console data enriching the reports; by default there is no data sampling and up to 20 domains run in one Business account. A URL builder generates campaign links with Piwik PRO or UTM parameters, including a converter between the two. We found no public information on scheduled email reports, date comparisons or annotations.

Goals, events, funnels & e-commerce

Matomo

E-commerce tracking is included in every plan and the integration directory names WooCommerce, Shopify and shopware — my shop system — while the paid funnels plugin shows where visitors drop off per step and can be segmented by marketing campaign. Events cover clicks, video plays, downloads and form submissions, cohorts and multi-channel attribution are documented, and an Advertising Conversion Export names Google Ads, Bing Ads and Yandex Ads. I found no public information on sending conversions back to Meta, or on reconciling revenue with the shop backend.

Piwik PRO Analytics Suite

Specialised e-commerce funnels with checkout analysis and shopping behaviour reports, revenue and average order value metrics, goals, custom events for clicks, scrolls, downloads and forms, funnels built on page views or custom events, multi-channel attribution, and raw data that can be distributed to advertising platforms with server-side forwarding and a Google Ads integration. Shopify is the only shop system named as an integration — we found no public information on a Shopware plugin, on cohorts and retention, or on compared attribution models.

Consent-free operation & data minimisation

Matomo

The consent position is argued against named law: CNIL approval as one of the few tools usable without tracking consent, a one-click CNIL configuration, a TDDDG FAQ and the BfDI guideline, plus a published self-assessment against the CNIL criteria. Operationally there is opt-out tracking with a visitor opt-out form, cookieless tracking, IP anonymisation up to storing no IP at all, configurable retention, pseudonymisation features, a GDPR Manager and privacy-policy wording guides. For my German shop specifically the vendor recommends consent before tracking under German law, and e-commerce tracking, advertising conversion and raw data access fall outside the CNIL exemption — so consent-free does not cover my revenue data.

Piwik PRO Analytics Suite

CNIL is named as the authority that permits use without any consent, and the tracker collects only anonymous data — including campaign effectiveness and conversion-funnel measurement — when visitors refuse or ignore the banner, with purchase data and IP addresses anonymised before passing to analytics tools and TTDSG/TDDDG named as complied with. A consent manager covers the tools that need consent, an opt-out exists, and consent can be changed or withdrawn with collection adjusting automatically. We found no public information on how visitors are counted in the anonymous mode, on retention settings per data type, or on supplied wording for the site's privacy policy.

Data access, export & self-hosting

Matomo

The code is open source under GPL, free to download and self-hostable with no data limit, backed by raw data export, a reporting and tracking API in CSV, JSON and XML, direct SQL access, an official connector for BigQuery and Snowflake, historical Google Analytics import, and bidirectional migration between Cloud and On-Premise. The data processing agreement promises export until 30 days after termination and deletion within 30 days, with backups purged after 60. Feature parity between the editions is only partly described — Cloud is described as partially extensible — which keeps me just short of a perfect score.

Piwik PRO Analytics Suite

A documented API plus raw data export (API only) feeds data warehouses and BI tools, reports export as JSON, CSV or XML, sampling is off by default, a retention period of 25 months is stated for the Business plan, migration from Google Analytics and Matomo is offered, and an on-premise deployment can remove Piwik PRO entirely as data processor. We found no public information on data return or deletion at the end of a contract, on open-source code, or on streaming to a named warehouse product.

Installation, integrations & performance

Matomo

Setup is one line of JavaScript or plugins for WordPress, TYPO3 and 100+ technologies including shopware, with a five-minute install, Softaculous, Installatron, a Debian package and an official Docker image, plus step-by-step guides and official iOS and Android SDKs. There is a Matomo Tag Manager, a Google Tag Manager template, and a documented tracker proxy that routes collection through my own domain, alongside per-website user access, SAML single sign-on and two-factor authentication. I found no public information on the tracking script's size, its measured performance impact, or a public status page with uptime history.

Piwik PRO Analytics Suite

Server-side collection is documented with a first-party collector and a reverse proxy into the account, the tag manager brings an extensive template library with a debug mode, single sign-on runs via SAML and Active Directory/LDAP across multiple user groups with different permissions, and an SLA guarantees 99% uptime. As a Shopware shop I note Shopify is the only shop system named as an integration — we found no public information on plugins for Shopware, WordPress or TYPO3, on the tracking script's size, or on iOS and Android SDKs.

European sovereignty

Matomo

The contracting entity is InnoCraft in New Zealand under the EU adequacy decision, with a Hamburg data protection officer and an EU representative, and Matomo Cloud runs on AWS in Frankfurt with backups in Dublin under a published data processing agreement and ISO 27001 certification; subprocessors such as Help Scout in the USA, Paddle in the UK and USA, and HubSpot with EU hosting configured are listed with their locations. Beyond the cloud, the documented On-Premise edition keeps every visitor record on my own servers in a country of my choice, where the subprocessor list does not apply — for my shop that means self-hosting in Germany is the fully sovereign route. The remaining caveat for Cloud buyers is a US-headquartered host and non-EU support and payment services in the chain.

Piwik PRO Analytics Suite

The contracting entity is Piwik PRO GmbH in Berlin with commercial register and VAT details, EU hosting is offered on named infrastructure (Azure in Germany and the Netherlands, ElastX in Sweden) alongside private-cloud and on-premise options that can remove the vendor as processor, a data processing agreement is offered, and ISO 27001 and SOC 2 certifications are stated. The group also includes companies in Poland and New York, and we found no public information listing subprocessors such as CDN, email or support tools with their locations.

Pricing transparency

Matomo

The pricing page names a tier at 22 EUR per month excluding tax with 30 websites, 30 team members and 24 months of raw-data retention included, an exact overage rule of 5,000 additional hits for 2.2 EUR, prorated plan changes, two months free on annual billing, a 21-day trial with no credit card, and the Data Warehouse Connector add-on from 5 EUR per month, while On-Premise is free to download forever. The captured pages do not show the full tier ladder for higher traffic, the minimum term, or what premium plugins cost on a self-hosted install, so I cannot yet compute the complete annual cost for every scenario.

Piwik PRO Analytics Suite

The Business plan is public at "Ab €36 /Monat" with up to 20 domains and 2 million actions monthly, the Enterprise plan at "Ab €366 /Monat jährliche Abrechnung" from 1 million actions with the price factors named, and overage handling, billing methods, the 30-day cancellation notice, the 4% annual price increase and the definition of an action are all published. The overage fee amount, individual module prices and the on-premise edition's cost are not stated, so a full annual Enterprise total is not computable from the public pages.
