The written short answer is being updated after a re-evaluation. The scores below are current.

Read this comparison as one judge. Each weighs the same scores by what they care about.

The Community Manager

Answers the comments, including the angry ones, and lives in the inbox. Wants every mention and message in one queue with ownership and history, saved replies that save real time, and a failed 3am post that tells her rather than silently not existing.

Buffer

Hootsuite

This judge's pick

Criterion by criterion

Publishing & calendar

Buffer

Scheduling across eleven channels with real per-network touches is well evidenced — threads on X, Bluesky, Threads and Mastodon, a scheduled first comment on Instagram, Facebook or LinkedIn, queue refills, tags and ideas, plus phone reminders for Instagram, TikTok and YouTube where direct publishing is limited. What decided the score against it: we found no public information on the calendar as a working surface, previews, bulk upload or CSV import, and nothing on failure notifications or a retry — the 3am silence is exactly the gap.

Hootsuite

Bulk scheduling up to 350 posts at once, a calendar covering paid and organic in list or calendar views, and best-time heat maps with automatic scheduling make this a genuine working surface. But the part I live for — what happens when a post fails overnight — only shows up in a dated fix note about Facebook scheduled posts failing with error messages; we found no public information on failure notifications with a retry, drag-and-drop in the calendar, or CSV import.

Engagement & community inbox

Buffer

This is the half of my job wearing a marketing badge, and the captured pages show almost nothing of it: the only engagement capability evidenced is AI replies — "AI that learns your voice and sounds like you" — with five suggestions a week on Free and unlimited on paid plans. We found no public information on a unified inbox across networks, on assignment, status, internal notes, saved replies, or conversation history per person.

Hootsuite

This is my world and it is strong: every plan ships a unified inbox across Facebook, Instagram, WhatsApp, LinkedIn, X and TikTok with DMs, saved replies, SLA timers with notifications, sentiment filtering, assignment and auto-routing, internal notes, CSAT with reply-time reporting that refreshes every 30 seconds, plus escalation into Zendesk and Salesforce. Contact records with conversation history are confirmed by the contact-deletion description. We found no public information on spam or hidden-comment moderation acting automatically, or a per-person history explicitly spanning networks.

Analytics & reporting

Buffer

Insights covering follower growth, engagement, impressions and post performance are included, with unlimited history on the paid plans — beyond the networks' own windows — plus exports as CSV, PDF or markdown and branded reports with your logo and cover page on Team. Competitor benchmarking, cross-network comparison, scheduled exports, custom dashboards and UTM attribution: we found no public information on any of these.

Hootsuite

Custom reports with no limit, paid and organic combined, competitor and industry benchmarking, a per-network metric library and goal-based templates give an agency real material to hand over. We found no public information on white-label client reporting, scheduled exports, or metrics stored beyond the networks' own retention windows, which is what would lift this into the top band.

Approvals, roles & brand safety

Buffer

Separate users with a limit of one on Free and Essentials but unlimited on Team, an approval-workflows feature on Team that manages "who can draft and approve posts across your team", and two-factor authentication add up to separate users and a genuine approval step. Multi-step approval chains, comments on drafts, an activity or audit log, and content locking after approval are things we found no public information on.

Hootsuite

Custom permissions at organization, team and social-account level — sixteen organization and eleven team permissions — with configurable approval chains up to three tiers, including approval of comments and replies, reads like serious governance. For the top band we found no public information on content locking after approval, the audit trails I can see are tied to inbox productivity rather than edits and publications, and the help pages themselves note that a skipped review is not reflected in the approval history.

Network coverage & API resilience

Buffer

Coverage is genuinely broad and officially documented: eleven channels including the newer Bluesky, Threads and Mastodon, a public API with developer docs and published API terms with rate limits, and YouTube named as using YouTube API Services. We found no public information on a public integration status page, a changelog when platform behaviour changes, or advance notice of deprecations; export appears only as general import and export tools to third-party services.

Hootsuite

Facebook, Instagram, WhatsApp, LinkedIn, X and TikTok plus newer Bluesky, with per-network limits actually written down and a dated changelog that shows responses to platform changes — the Facebook scheduled-post failures and the removal of location tagging. We found no public information on a public integration status page, advance notice of deprecations, or full export of your own publishing and engagement archive.

European sovereignty

Buffer

Buffer, Inc. of San Francisco is the contracting entity, and the privacy policy says personal information may be transferred to and stored outside the EEA including the US, with Data Privacy Framework adherence, Standard Contractual Clauses and a Data Protection Agreement offered as safeguards. A sub-processor list is published, which is worth something. But we found no public information on EU hosting as standard or an EU contracting entity — where my community's comments and messages are processed, the evidenced answer is the US.

Hootsuite

The contracting entity and the management of the services are Canadian, with transfers relying on Canada adequacy, the Data Privacy Framework and standard contractual clauses; we found no public information on EU hosting or an EU contracting entity. A published subprocessor list and a GDPR data processing addendum are what keep this just off the bottom.

Pricing transparency

Buffer

Every tier is priced publicly with a per-channel quantity selector — Free with 3 channels, Essentials at "$5 /month 1 channel · $60 billed yearly", Team at "$10 /month 1 channel · $120 billed yearly" with unlimited team members — user limits are stated, cancellation anytime and non-refundable USD fees are public, and approval workflows and branded reports are clearly marked Team-only, so the tier where approvals begin is unambiguous. The pricing page's FAQ addresses VAT and nonprofit discounts, though the captured material does not show the VAT answer itself, and we found no public information on client workspaces or separately priced add-ons.

Hootsuite

Plans with account and seat limits, billing period and VAT treatment are public, the unified inbox ships in every plan so the inbox-tier question is answerable, and approvals are named to Advanced and above. Enterprise is priced only by demo, and we found no public information on the cost of an extra account or seat or on minimum terms. The captured pages also give different figures for the plan lineup, with a Business plan appearing in the permissions pages but not the pricing pages.
