The short answer

The bench splits, and the split is the answer. Tally leads form building (7.0 vs 6.0, six judges to zero) and sovereignty (7.0 vs 5.8, five to zero); pricing transparency (7.0 vs 6.0, four judges to zero) and consent and data protection (6.8 vs 6.3, four judges to one) also lean Tally. Typeform leads analysis and reporting (5.2 against Tally's 4.0, five judges to zero) and hosting and administration (6.0 against 5.5, three to zero, three ties); collection and workflows splits at 6.5 for Tally against 6.7 for Typeform — three judges lean Typeform, two Tally, one tie. Weighted totals put Tally ahead for the market researcher, operations manager, HR lead, academic researcher and data protection officer; the skeptic's total is 6.1 for Typeform against 6 for Tally. Sovereignty attributes: data residency reads "EU only" for Tally, "EU optional" for Typeform, and both list subprocessor exposure "US CLOUD Act reach"; jurisdictions read BE and ES.

Choose Tally if

  • You build logic-heavy forms on a budget: conditional logic with no condition limits, nested condition groups, calculated fields, answer piping and multi-language support are documented as free, and six judges lean Tally on form building (7.0 vs 6.0).
  • Your data policy requires the data residency attribute to read "EU only": Tally lists that, while Typeform lists "EU optional" with the EU data center choice documented as Enterprise-only.
  • You must hand procurement a data processing agreement naming a Belgian legal entity: Tally's names Tally BV under Belgian law, with hosting stated as Google Cloud in a Belgian region and a published subprocessor table; four judges lean Tally on consent and data protection, one Typeform.
  • You want published plan prices before committing: pricing transparency leans Tally four judges to zero (7.0 vs 6.0), while Typeform's five-to-seven spread rests on Enterprise contact-sales gates — though the captured pages give different figures for Tally's paid plans.
  • Your needs match the operations manager, HR lead or data protection officer: weighted totals run 6.6 vs 5.9, 6.3 vs 5.7 and 6.6 vs 6.4 in Tally's favor.

Choose Typeform if

  • You need working analysis out of the box: analysis and reporting leans Typeform five judges to zero (5.2 vs 4.0), with AI topic and sentiment detection credited by everyday-reporting judges; Tally's documented analysis is live NPS scoring, drop-off metrics, an analytics API and PDF export, and the verdicts found no public information on cross-tabulation, filters, segments or SPSS and R exports.
  • Your collection spans channels and tools: 28 question types, links, embeds, a 25,000-contact database with CSV import, file uploads, webhooks, a public API and Zapier; collection and workflows means 6.7 vs 6.5 with three judges leaning Typeform, two Tally, one tie.
  • Your infrastructure standard is AWS: Typeform's hosting is documented on AWS, and hosting and administration leans Typeform three judges to zero with three ties (6.0 vs 5.5).
  • You weigh vendor claims hard: the skeptic's weighted total is 6.1 for Typeform against 6 for Tally.
  • Your contracts are governed through Spain: the legal entity jurisdiction attribute reads ES for Typeform (Typeform SL of Barcelona), against BE for Tally.

Read this comparison as one judge. Each weighs the same scores by what they care about.

The Data Protection Officer

Signs off every form tool a department wants to use and has found health data in a feedback form before. Wants a data processing agreement and a subprocessor list on the vendor's own pages, consent fields and an anonymous mode that drops IP addresses, retention periods that delete on their own, EU hosting the customer can choose, and roles that keep responses away from people who do not need them.

Typeform

Criterion by criterion

Form & survey building

Tally

The builder covers the advanced ground I look for when a department wants more than a feedback box: conditional logic free with no condition limits, nested all/any condition groups, answer piping, hidden fields, calculated fields with formulas for scoring and pricing, answer randomisation, custom CSS and themes, and 40-plus languages. We found no public information on an accessibility standard such as WCAG for respondents, or on reusable question libraries, which keeps this below the top tier.

Typeform

The drag-and-drop builder offers 28 question types, conditional logic and branching, a template library of more than 3,000, brand kits with the customer's logo, fonts and themes, piping through the Recall Information feature, welcome screens with media, video and signature questions, and forms in multiple languages. It is a capable authoring toolkit, but I found no public information on calculations or scoring, custom CSS, reusable question libraries, or a stated accessibility standard for respondents.

Distribution, response collection & workflows

Tally

Responses arrive by direct link, three embed types with platform guides, payments and electronic signatures inside the form, file uploads, email notifications whose body and recipients can be made conditional, and closing rules on a scheduled date or response limit; documented webhooks with event retries and a REST API covering forms and submissions complete the picture. We found no public information on managed invitation lists with reminders, offline or kiosk collection, or approval routing of submissions.

Typeform

Responses can arrive by share link, embeds in email, social and websites, in-form payments and signatures, and file uploads, backed by email notifications, a 25,000-contact database with CSV import, scheduled and contact-triggered automations, email and SMS follow-ups, webhooks, a public API, Zapier plus named native integrations, and panel access for recruiting research participants. Response caps stop collection at the plan limit rather than billing an overage. I found no public information on QR codes, offline or kiosk collection, unique single-use links, or approval routing with an audit trail.

Survey analysis & reporting

Tally

The Insights tab auto-calculates NPS live with the Promoter, Passive and Detractor split, visit and drop-off analytics come with an analytics API, submissions export to PDF, and responses can be analysed in plain language through Claude or ChatGPT. We found no public information on charts per question, filters or segments, cross-tabulation, or exports to CSV, Excel, SPSS or R.

Typeform

Live reporting covers completion rates, drop-offs and performance over time, NPS is auto-calculated with reports that can be generated and shared, and AI detects topics and sentiment with the ability to ask questions of the data, plus search and filter across responses. Beyond those views I found no public information on cross-tabulation with significance testing, weighting, or exports to SPSS or R; only a general download of responses is described. Good for everyday reporting, short of a research-grade analysis environment.

Consent, GDPR & respondent data

Tally

This is what I check hardest, and much is in order: a published data processing agreement accepted through the terms, with subprocessor change notice, audit rights and standard contractual clauses; consent checkbox guidance requiring the box to start empty; automatic per-form retention from minutes to years; deletion or export of every individual response when a respondent asks; and encryption in transit and at rest with EU storage. We found no public information on an anonymous mode that does not store IP addresses, field-level encryption, cookie defaults on forms, or a named data protection officer, and the retention control requires the Business plan.

Typeform

The data processing agreement is published on the vendor's own pages with a named data protection officer, technical and organisational measures, SCCs, audit rights capped at one per year at the customer's cost, and a subprocessor list, while the terms state AES-256 at rest and TLS 1.2 or higher in transit. Anonymous mode is real: surveys are anonymous by default and anonymous surveys collect no IP addresses or identifying information, though the cookie-consent control arrives through a third-party Axeptio widget that requires a higher-tier account. Retention deletes on its own only for inactive free accounts after 24 months, I found no public information on a dedicated consent field or field-level encryption, and the terms take a worldwide, sublicensable licence over respondent data for providing and improving the service.

Hosting choice, teams & portability

Tally

Form data is stated as EU-hosted on every captured page, custom domains with automatic SSL and branding removal come with Pro, workspaces allow unlimited team members with an owner distinction, and forms and responses are exportable and reachable through a documented API. Folder access follows workspace membership with no separate permissions per folder, and we found no public information on single sign-on, an audit log, or a selectable data region beyond the EU default.

Typeform

The choice between a US or EU data center, SSO and custom domains sits on the Enterprise plan, branding removal and a custom subdomain come from Plus, and workspaces have assignable roles, custom permissions and activity logs an administrator can access and export. Responses can be downloaded and a public API exists, but I found no public information on SAML specifically, user provisioning, a self-hosted edition, or a documented export format for moving forms to another tool. EU hosting the customer can choose exists, at Enterprise price.

European sovereignty

Tally

Tally BV is a Belgian company under Belgian law and the courts of Ghent with a published data processing agreement; form data is hosted in the EU on named infrastructure (Google Cloud, Belgian region); and the GDPR page lists every subprocessor with its country, whether it may process form submissions, and opt-in flags for the US providers SendGrid and Stripe, with transfers covered by standard contractual clauses. Certifications such as ISO 27001 and SOC 2 appear only as what Tally requires of third parties rather than its own, and we found no public information on the ownership structure.

Typeform

Contracting is with a Spanish company whose registry details and tax number are published, under a data processing agreement governed by Spanish law with SCCs for transfers, and SOC 2 plus ISO 27001-family certifications are stated. The chain still runs through a San Francisco affiliate and a joint controllership with it for US sales, hosting on AWS with no stated region, US providers for VideoAsk hosting and authentication, and the general subprocessor list behind a help-centre page. Ownership is not documented and I found no confirmation that responses are hosted in the EU by default, so I cannot place it at the top level.

Pricing transparency

Tally

Three tiers are public — a free plan with unlimited forms and submissions under fair usage guidelines, plus Pro and Business with monthly and yearly billing, two months off on yearly, and cancel-anytime terms — and feature gating is documented feature by feature, from free conditional logic and calculations to Pro branding removal and Business retention control. The captured pages give different figures for the paid plans, US dollar prices on the features page and euro prices on the pricing page, and we found no public information on VAT treatment or on where the fair usage boundary lies.

Typeform

Four plans are priced in EUR with users, included and maximum monthly responses, file-upload limits, enrichment limits and a per-plan feature comparison, annual billing labelled "Yearly (Save 30%)", and automation add-ons at 21 EUR /mo and 66 EUR /mo, plus stated auto-renewal, non-refundable fees and a 30-day billing dispute window. Extra responses are sold as add-ons in account settings with no published unit price, Enterprise is contact sales, and I found no public information on VAT treatment. The free plan is described without a stated response cap.
