The written short answer is being updated after a re-evaluation. The scores below are current.

Read this comparison as one judge. Each weighs the same scores by what they care about.

The Operations Lead

Runs a 200-person operation with office, workshop and field staff, and has to record all of them since the BAG ruling. Wants capture that fits each of those groups and a roster that reflects reality. Unmoved by a beautiful desktop timer that half the workforce cannot use.

Toggl Track

Criterion by criterion

Capture in the real workplace

Clockify

We can put a timer on every desk, a phone in every van and a kiosk in the workshop — desktop, web, mobile and kiosk apps are all documented, with offline tracking that syncs on reconnect and GPS plus kiosk photo capture on the top paid tier. Corrections are stated as "you can always go back and edit your time records" alongside timesheet approval, but we found no public information on geofenced check-in with stated limits, hardware terminals or badge readers, or an audit trail attributing each correction to a person on the plans most of my workforce would sit on.

Toggl Track

Timers run on web, Android and iOS, Windows and macOS desktops and browser extensions, and Premium adds timesheet approvals and idle detection. For the workshop wall and the field crews we found no public information on offline capture, a shared kiosk or terminal, or GPS check-in, so capture ends at whoever carries their own phone.

Working-time law & audit record

Clockify

The attendance report shows start time, end time, break and work time per person per day with configurable daily, weekly and monthly overtime against a set capacity, which covers the minimum the recording duty asks for. Beyond that the pages are silent: we found no public information on warnings for the eight- or ten-hour daily maximum, the eleven-hour rest period, a stated retention period, or tamper-evident change history outside an enterprise-tier audit log.

Toggl Track

Timesheet approvals and required fields are evidenced, but we found no public information on break rules, the eight- or ten-hour daily maximum, the eleven-hour rest period or a two-year retention of time records built for an inspection. The retention figures published — 90 days for logs, seven years for billing records — sit in a privacy policy, not a working-time record.

Absence & shift planning

Clockify

Vacation, sick leave and half-day policies come with approval routing to admins, team managers or named members, balance and accrual tracking, a shared PTO calendar and overtime converted into time off — that handles the absence half for my office and workshop crews. Scheduling is stated as "schedule work, assignments, and shifts" with forecasting on the paid tiers, but we found no public information on holiday calendars per location, carry-over of vacation entitlement, or substitution and swap workflows.

Toggl Track

PTO, public holidays and flexible hours are listed, and a Time Off add-on connects leave management with capacity planning, which is more than a spreadsheet. We found no public information on automatic entitlement, carry-over, sickness recording, swaps or any shift roster with rest checks — and with workshop and field staff, no roster means the time data tells me half the story.

Project, cost-centre & billing

Clockify

Projects and tasks carry a billable flag, task rates, budgets and a full invoicing module that imports only uninvoiced billable time and expenses, groups them by client, project, user or date, and exports invoices as PDF, CSV or Excel — my workshop's recorded time becomes an invoice without re-entry. We found no public information on cost centres, budget warnings, or how rates behave when a rate changes mid-project, which is what keeps this short of the top band for a professional-services buyer.

Toggl Track

Unlimited projects and tags, tasks with billable rates, labour costs, profitability reports, fixed-fee projects and time-actuals-versus-estimates dashboards are all evidenced — an agency or professional-services team could genuinely bill on this. We found no public information on a client-and-cost-centre hierarchy, rate cards by role, budget warnings or an invoice-ready handoff into named accounting systems.

Payroll handoff

Clockify

The only named payroll path is the QuickBooks Payroll add-on at $6.99 per month for the whole workspace, sending user name, date, project, duration, description and billable rate to QuickBooks Online from a Standard plan or higher. For a German payroll that is thin — the sent fields stop at plain hours, and we found no public information on DATEV or any local payroll system, night, Sunday and holiday surcharges, or a lock step before transmission.

Toggl Track

The month can leave as CSV or PDF, but we found no public information on any named payroll system — DATEV or otherwise — a defined payroll format, surcharge handling or a lock before transmission. For my payroll clerk that is a file someone retypes.

European sovereignty

Clockify

The contracting entity named on the pages is CAKE.com Inc., a US company, and we found no public information on where the data is hosted, who the subprocessors are, or any data-centre certification — for a system holding every employee's daily hours, that is not something I can put in front of my works council. The one pointer is a "Data region" option on the Pro tier, which suggests hosting location can be chosen, but the captured pages do not name the regions or any safeguard behind them.

Toggl Track

Processing is stated to sit in Estonia under the Estonian company, even where the contract runs through the Delaware entity, with Standard Contractual Clauses and adequacy mechanisms named for transfers. The captured pages name no external subprocessors, no data-centre provider and no on-premises option, and the Delaware contracting option is a wrinkle I would want closed in writing before 200 staff's data lands anywhere.

Pricing transparency

Clockify

All five tiers carry a public per-seat price with the billing period spelled out — free up to five users, Basic at €3.99 per seat per month billed annually or €4.99 monthly, through to Enterprise at €11.99 or €14.99 — and the QuickBooks add-on is a stated $6.99 per month for the whole workspace. What I still cannot compute from public pages is the kiosk limited-user fee, which is described only as a separate fee, along with VAT treatment and the minimum contract term.

Toggl Track

Starter at $9 per user per month and Premium at $16 per user per month are public with monthly billing, an annual "4 months free" term, a $0 free tier and a full feature-comparison page. Enterprise is contact-sales, the Time Off and onboarding add-ons carry no number, and we found no public information on VAT treatment or minimum terms — so I cannot compute my annual invoice for 200 heads from the public pages alone.
